• National Institutes of Health - Early Expiration of Opportunities
    Synopsis: NIH through Notice Number NOT-OD-25-113 announced a Notice of Early Expiration of Notices of Funding Opportunities Related to the Simplified Reviewer Framework for NIH Research Grant Applications. NIH will expire the listed NOFOs at the end of the current application cycle (May 24, 2025). NIH will accept R01, R21 and R34 continuous submission applications intended for the standard May 7鈥
  • National Science Foundation - Research Infrastructure Outreach
    You may notice some interruptions in the NSF Research Infrastructure Outreach website and content, as well as the Communities of Interest Portal. These disruptions are expected to be temporary.  
  • National Institutes of Health - Foreign Subawards
    New NIH Foreign Subaward Structure Enhances Integrity, Accountability, Oversight, and National Security of NIH Funded Research. Effective with the next NIH award cycle, all NIH-funded research involving foreign subawards must be structured as subprojects directly linked to the prime award. Foreign subawards are prohibited from being nested under the parent grant.
  • National Institutes of Health - Public Policy
    NIH has announced that they are accelerating the implementation of the 2024 NIH Public Access Policy. It will now go into effect on July 1, 2025. In 2024, NIH revised the Public Access Policy to remove the embargo period so that researchers, students, and members of the public have rapid access to these findings.
  • Department of Energy TRO
    A Temporary Restraining Order (TRO) was issued in the case of Association of American Universities v. Dept. of Energy. The TRO enjoins the Department of Energy (DOE) from 鈥渋mplementing, instituting, maintaining, or giving effect鈥 to its new policy limiting financial support of indirect costs to 15%, as well as from making any other modifications to negotiated indirect cost rates.
  • National Endowment for the Humanities
    A database including NEH grants that were canceled by DOGE as of April 8, 2025 (not including fellowships) is available online. Over 1,000 awards totaling over $363 million were terminated.
  • U.S. District Court for the District of Rhode Island v. U.S. DHHS
    Temporary Restraining Order (TRO) for U.S. Department of Health and Human Services (DHHS) from immediately terminating public health grants appropriated by congress to fund various public health programs. These programs include tracking infectious diseases, ensuring access to immunizations, fortifying emergency preparedness, providing mental health and substance abuse services, and modernizing鈥
  • U.S. Department of Education - Special Education
    On October 8, 2024, the Department of Education published in the Federal Register a notice inviting applications (NIA) for fiscal year (FY) 2025 Unit. The Department will not fund applications received under this competition. This change ensures that all priorities and requirements for the Department鈥檚 FY 2025 grant competitions align with the objectives established by the Trump Administration鈥
  • New Technology Reporting: iEdison

  • U.S. Department of Education - Executive Order 14242
    Executive Order (EO) 14242 mandates the process of dismantling the U.S. Department of Education (ED) and transferring control of educational governance back to state and local authorities. To close the ED will require an act by Congress. If EO 14242 leads to the closure of the ED, research funding for universities could be significantly impacted. The Division of Research will closely monitor this鈥

  • Sandia National Lab
    In the event of a federal shutdown, all subcontractors should continue to work per their terms of the subcontract, unless notified otherwise by their Subcontracting Professional.      
  • Administrative Funding Freeze on Federal Grants and Loans
    A second federal judge issued a preliminary injunction indefinitely suspending orders by the Trump administration to freeze disbursement of funding for federal grants and loans. This is one of several lawsuits addressing this issue. Individual agencies may still adjust, suspend, or terminate funding under applicable laws or regulations.     Preliminary injunction secured through Massachusetts vs NIH. The order prevents the Trump Administration, the Department of Health and Human Services (DHHS) and the National Institutes of Health (NIH) from cutting billions of dollars in funds.
  • NIH Limitations on Indirect Cost Rates
    A federal judge in MA issued a preliminary injunction to replace a temporary restraining order on the NIH action to reduce indirect cost rates on NIH grants to a flat 15%.   • Federal Actions Related to EO 14187 and 14168

  • NIH Indirect Cost Rate Reductions
      Friday, Feb. 7, 2025 The National Institutes of Health (NIH) issued, Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates, NOT-OD-25-068. The supplement stated, "For any new grant issued, and for all existing grants to IHEs retroactive to the date of issuance of this Supplemental Guidance, award recipients are subject to a 15 percent indirect cost鈥
